This is a stencil to cut a new non-woven fabric sheet that lays on top of the keyboard PCB of an NEC PC-8300.
The material is called "non-woven fabric" and can usually be found any place that sells fabric.
Original is the .fig drawn in xfig.
The others are converted from that.
